Ahmed and Emefiele have three days to explain CBN's N23.7tr "Ways and Means" loan.

The Senate has given the Minister of Finance, Zainab Ahmed, and the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, three days to produce information regarding the N23.7 trillion 'Ways and Means' loan to the ad hoc committee investigating the issue.

The ultimatum was issued to both top government officials after the head of the ad hoc committee, Ibrahim Gobir, stated on Tuesday that attempts to meet with them had failed.

On December 21, 2022, President Muhammadu Buhari wrote to the National Assembly requesting permission to convert the N23.7 trillion CBN loan into bonds.

Thus, the Senate established the ad hoc committee and charged it with investigating Ways and Means to determine the purpose of the credit.

The ad hoc committee apparently attempted to meet with Ahmed and Emefiele for 21 days, but neither government official made themselves available.

In spite of President Buhari's assertion that the approval requires immediate attention, Ahmed and Emefiele's absence impeded the committee's investigation, with Gobir attributing their absence to international travel.

"As a special committee tasked with a time-sensitive and exhaustive assignment, we hit the ground running upon formation on December 28th of last year.

"For information on the N22,7 trillion Ways and Means Restructuring, six crucial questions were posed, five to the CBN governor and one to the Finance Minister, but their international travels prevented us from asking them.

"Now that they are available, we want an additional three days to complete the task and submit the report," Gobir told the Senate.

In response to Gobir's request, the Senate allowed the appeal and issued subpoenas to Ahmed, Emefiele, and other entities associated with the CBN loan.

Senate President Ahmad Lawan stated, "We need the requisite information to pass the N22,7 trillion request, and given the upcoming general elections, time is not on our side in the Senate."

"If it is necessary for the Senate to remain in session until Friday of this week for careful study and passage of the request, it will do so.

"However, the impacted executive officers must also expedite action regarding the release of required information regarding documentation authorising approval and disbursement of the total N22,7 trillion in funds."
