He made the pledge during a town hall meeting with the residents of Uzuakoli in the Bende Local Government Area, stating that financial autonomy is part of his plan to devolve authority to the third tier of government.
Otti argued that the local government system must be strengthened since it brings governance closer to the people and enhances grassroots development.
He was in Bende as part of his campaign tour of local government districts in the state in preparation for the governor's election on March 11, 2023.
At the palace of Eze Hardy Onwuegbulam, Agho III of Ndi Agho Autonomous Community, Ozuitem, and Deputy Chairman of Bende Traditional Rulers Council, the LP candidate reiterated the importance of local government autonomy.
He pledged to ensure that the traditional rulers of Abia State receive their legally mandated five percent share of the local government's budget.
However, while emphasising that "local government money belongs to local government," the renowned economist explained that financial independence would not be automatic if he were elected governor.
According to him, "the terrible leaders installed by the current administration cannot be trusted with the people's money and must therefore make way for the good leadership that his own government will provide to the masses.
Once we have competent local government leadership, we will not touch a single kobo of the local government's budget. We must ensure that the individuals at the helm of the LGAs are trustworthy, just as we are at the state level."
In the meantime, Otti has promised the state's residents that his party has a thorough programme and plan to develop the economy and create prosperity for its citizens.
While addressing the traditional rulers of Bende LGA under the leadership of HRH Eze Uwakwe O. Ukaegbu, Ofufe II of Amaofufe Autonomous Community, Igbere and chairman of the Traditional Rulers Council in Bende, he delivered a message of optimism.
Otti informed the royal fathers that the 2023 governorship election is the last chance for elders and leaders to unite and save Abia State from catastrophic collapse due to poor governance.
